Sub: information of institute level anti-ragging committee and Squads-Reg.

References: AICTE Notification F. No. 37-3/legal/AICTE/2009 Dated July 1, 2009.

The Hon’ble Supreme court of India admitted and the above referred SLPs I relation to the menace of ragging in technical institutions / universities/ college in the country. In this connection, a committee headed by Dr. R.K. Raghavan, former Director of CBI, for giving specific recommendation on effective prevention of ragging in educational institution was constituted by the apex court. Accordingly, the committee had carried out a very detailed study on the various factors contributing for ragging and collected the public opinion. Further the Committee had submitted a detailed report suitable recommendations and measures required to effectively curb the menace. The recommendations of the Committee were duly accepted. The following directives have been issued to all the educational institutes for necessary implementation by the Hon’ble Court and this proposes to follow them.

Factors enlisted by Committee:

  1. Primary responsibility for curbing ragging rests with academic institutions themselves.
  2. Ragging adversely impact the standards of higher education.
  3. Incentives should be available to institution for curbing the menace and there should be disincentives for failure to do so.
  4. Enrolment in academic pursuits or a campus life should not immunize any adult citizen from penal provisions of the laws of the land.
  5. Ragging needs to be perceived as failure to inculcate human values from the schooling stage.
  6. Behavioral pattern among student, particularly potential raggers, need to be identified.
  7. Measures against ragging must deter its recurrence.
  8. Concerted action is required at the level of the school, higher educational institution, district administration, university, state and central Governments to make any curb effective.
  9. Media and the civil Society should be involved in this exercise.

Measures taken by the College for preventing the ragging

 

  1. The college has displayed the Supreme Court order of anti-Ragging at the prominent of the College.

 

  1. Anti-Ragging policy of the college will be incorporated in the upcoming brochure along with the phone number of the Principal & heads of the Department.

 

  1. An anti-Ragging committee has been formed in this College consisting of Principal as a Chairman having its members from faculty, non- teaching staff, students, civil authorities, Local police, NGO organization and print media etc.

 

  1. Vigilance squads are constituted for guiding in vulnerable points inside and outside campus and to report any incidence of ragging to administration.

 

  1. The College has constituted Anti-Ragging Squads of faculty members.

 

  1. The College has displayed Anti-Ragging in all the prominent places of the college.

 

  1. The College regularly takes affidavit from the parents and the students.

 

  1. Principal/ Director & faculty have and or will address all the students regarding ragging and its consequences time to time and in the induction programme and in the individual class rooms

 

  1. Complaint boxes have been installed at various places which enable the students to pass on their complaints confidently.

 

  1. An orientation programme for freshers has already planned and the details of the programme will be finalized after receiving University almanac for 2017-18.

ANTI RAGGING COMMITTEE

ANTI RAGGING COMMITTEE: is our apex body at institutional level to monitor measure for preventing, prohibiting and punishing activities of ragging menace with in and out- side the campus in accordance with UGC Regulation. Supreme Court directives and provision state Act. It is responsible for taking action against those found guilty of ragging and /or abetting ragging, actively or passively or being part of a conspiracy to promote ragging.
